Russia's most expansive gambling venue, Tigre De Cristal, claims the top spot as the country's largest casino.

In the bustling gambling zone of Primorye near Vladivostok, the Tigre de Cristal integrated resort continues to be a significant player in the regional gaming and tourism sector, attracting over 80,000 tourists within its first year of operation in 2015.

However, as of August 2025, there seems to be a lack of public information regarding the progress or current status of the Phase II expansion of the Tigre de Cristal complex. A search for updates reveals that the resort remains operational, but there is no mention of any recent developments or ongoing construction related to its planned expansion.

The Tigre de Cristal complex, initially opened in 2015, is the largest and most technologically equipped casino in Russia, boasting 498 gaming machines, 42 traditional table games, and 25 VIP tables. The grand opening ceremony of "Crystal Tiger," as it was named, took place on November 11, 2015, and was attended by more than a thousand guests.

The original plan was to employ over 1,000 people upon the casino's opening, with an intention to hire an additional 3,000 people after the launch of the second phase. The second phase was set to begin in spring 2016, expanding the gaming zone to 154,000 square meters, and was expected to cost $500 million, bringing the total investments to $700 million.

The ultimate goal of this ambitious project was to increase tourist flow from China, Japan, South Korea, and establish the Primorye gambling resort region as a competitor to similar resorts in Las Vegas and Macau. Experts estimated that this project could attract 8-10 million tourists to Primorye annually.

By 2019, four casinos, four hotels, several restaurants and shopping centers, a theater, and sports clubs were expected to be built in the Primorye gambling zone, providing employment for 20,000 people upon completion.

As of now, the absence of news or construction permits suggests that the project may still be pending, on hold, or under confidential development. For the most current or detailed status, direct inquiry with the Primorye gambling zone authorities or Tigre de Cristal’s managing company may be necessary, as public disclosures appear limited or not updated in available sources.
